ROPS Property type 0x3003

I meet a question that one of the fragment property type is 0x3003 during the testing of outlook and exchange, and my program  doesn't know how to deal with it. Does anyone know how the fragment generate, and how can the program generate this fragment?

More importantly,  how to set the program(outlook or exchange) to generate this fragment?
